Utility to Measure Network Traffic by Computer or IP Address

Is there a utility (free would be nice) that measures network traffic by computer or IP address?  It would be great if something could be installed on a Windows Server and create a chart or graph of traffic.

It takes a little work to set up, but MRTG does a great job once you get it set up.  It is available for Windows.  It gets the traffic data from your switches every five minutes and then creates charts for each port on the switch.  You can label the ports by computer name (a little tedious).
