New users do not show up in Global Address List when added in SBS 2008

When users are added in SBS 2008 they do not show up in the Global Address List.  You can manually add them to users address books.  Any ideas?

Are you using the wizards to add the new users or adding them manually?

I pretty sure they are using the wizard built into the SBS Management Console.  They don't use ADUC like in SBS 2003.

Can you create a dummy account using the Wizards and see if that shows up in the GAL.

¿      Removed the New OAB
¿      Checked permission on Autodiscover and OAB Virtual Directory
¿      Created DisableLoopbackCheck=1 in HKLM\System\CurrentControlSet\Control\LSA
¿      Created new OAB
¿      Removed the admin account from Client Access Directory permissions
