Supporting #554 message rejected due to spam content (#5.3.0) - Exchange server 2007

We are running Exchange 2007 with a barracuda Spam Filter. I added the domain as a white list but when we try to send them an email with a PDF attachment, we get this diagnostic information.  (please note, the email server and addresses have been changed for security purposes).

Is this error on my end or on theirs? How is this determined. The Generating server (mail.blank.lan) is on my end...

What could be causing this and how do I resolve?

as far as I understand the recipients server is blocking you for some reason. They need to whitelist either your domain or your IP address.
Check :

554 – Transaction failed.

Nowadays SMTP status 554 is in most cases returned when
the recipient server believes your email is spam or your IP address or ISP server
has been blacklisted on one or more Internet blacklists.

Receiver mailserver doesnot accept your email, probably due to a bad reputatie or blacklisted.
