YOu may need to double click the background and make it a layer. &nbsp;Then you should be able to nudge your layer.

You can move 1 pixel by default or 10 with shift+arrow<br />

I'd like to hold shift to move objects less than 10 pixels, preferably 7. Can I change that? I know we can in Illustrator/Indesign.

Can I nudge less than 10 pixel is Photoshop?
