disconnect users from access database on network

Is there a way to disconnect all users from using an access database on a network.
using access 2003 and windows server 2003.

This product (which I have) does sort of have a method to do this:

"Lockout new users, logout idle users, then compact the database"

But really ... there is no easy, clean way to do this.  You can't delete LDB files that are active ... and until all LDB files are gone, all users are not disconnected.
