Starting an IT Department

I am in the process of starting up a new IT department. I am looking for some pointers to ensure that I am going in the right direction. I realize I need to setup the T1(not sure if the rented space has an T1 already), so lets say that is already in place. Is there a list of steps someone may have to make sure I dont miss anything. Coming from a software development/dba devlopment background, I need help with all the networking aspects and where I should be going with everything. What do I need to setup my network would be my first question

I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Please define more about who will be utilizing your environment such as the following for starters:

-How many users are you supporting
-How many IT staff personnel
-How large is your physical building
-What type of clients are you supporting?  (On-Site, Remote, Combo, etc)
-Will you be connecting to other remote offices?
-Are you responsible for implementing a telephony solution
-Does the building have a wired LAN, if not do you require one
-Will you implement/support wireless capabilities
-Etc
