Dialling through a fax/modem

I have a fax/modem card connected to my PC. I'd like to write a VB .NET program which automatically dials out a telephone number. In other words, what I'd like to do is connect the telephone line to the LINE jack on the modem/fax card, and then connect the telephone to the TEL jack on the modem/fax. Then what I'd like to do is press a button on my program and get it to dial the number, so that i can then simply lift up the handset on the telephone and speak to the person when he answers.

Can this be done? Any help would be greatly appreciated.
