Changing 2008 Terminal Server licensing mode from Device to User

I have a newly installed 2008 R2 Terminal Server and licensed it as Per Device Remote Desktop Cals.
I need to change this to Per User, how can I do this?

The last note says that zero licenses were available when the change was made.
I do not want to do this and end up with zero licenses.
The article does not explaing how to fix the zero license problem.

If there are zero licenses then remove the License Server and reactivate your current license in user mode.
