Changing 2008 Terminal Server licensing mode from Device to User
I have a newly installed 2008 R2 Terminal Server and licensed it as Per Device Remote Desktop Cals.
I need to change this to Per User, how can I do this?

The last note says that zero licenses were available when the change was made.
I do not want to do this and end up with zero licenses.
The article does not explaing how to fix the zero license problem.
