How can I export Exchange 2003 public folders into Exchange 2010?

Please provide me with step by step instructions.

there is no pubmerge utility per se... this is your fastest way:

open outlook on any machine configured for domain email
file > import/export
export to a file
file type PST
save it somewhere you can find it
choose to export PUBLIC FOLDERS and all subfolders of it

when the export is complete, close outlook

copy the pst file to some machine that has outlook configured for the 2010 server and reverse the process
file > import/export
import from a file, browse to the PST
for the import to: select the public folders
