You can't. The most granular level for a content database is at the Site Collection level.

My recommendation would be to promote some subsites to top level site collections using the stsadm -o export/import command. Tutorial here - http://coppockscoolness.blogspot.com/2008/05/sharepoint-subsite-move-up-1-level.html

After that you can use the stsadm -o mergecontentdbs to split up the newly promoted site collection to a new content db. Tutorial - http://www.toddklindt.com/blog/Lists/Posts/Post.aspx?ID=53
