How do I set up Visual C# 2010 Express Local Help?

I am trying to utilize Local Help for Microsoft Visual C# 2010 Express on a number of machines that do not have access to the Internet.  I have downloaded the help files that I want on an Internet-connect computer and transferred them onto the computer(s).

In Visual C# I have gone to "Help" > "Manage Help Settings"
In "Choose online or local help" I have selected "I want to use local help" and have placed the files in the specified Library location.
If I go to "Remove", I can actually SEE that the content IS recognized by Help Viewer.

However, if I go to "Help" > "View Help", I am given a 404 error indicating that no help file can be found.  It gives me advice such as how to install and configure local help or to enable online help only.  

Basically, I have no idea how to make Visual C# 2010 utilize local help despite the fact that the option is selected and that it recognizes help libraries.

I don't know Visual C# 2010 Express Local Help, but Help settings in Visual Studio normally were configured via Tools - Options - Environment - Help

You probably should download the express installation and distribute it on your computers. It also should install a local help.

This is precisely what was done; the installation was downloaded and installed on the offline machines.  However, for some reason Microsoft does not include the local help with the express edition.  So the help files were downloaded to be distributed, but actually making Express work with the help files is proving to be quite problematic.

Using this, I was able to download the Help Library Books I wanted.  This was then burned onto a disk which I could install the books from.
