Yes absolutly... There is no proxy service in Windows 2008, R2 or not.

You need a third party software.
The configuration steps depend of the software you choose, of the number of NICs in your proxy server, of the place of the proxy in your network, of the users group you want to allow on Internet, of the URL you want to accept or refuse etc...

Windows 2008 server does not have a proxy service. You need to install a proxy software. The one from Microsoft running on Windows 2008 is Microsoft TMG 2010 (Threat Management Server).
Previous versions of this product was known as Microsoft ISA server 200x...

There might be other proxy software from other editors...

Anyway, I doubt someone will give you the steps on this forum because it is not so simple to configure a Web proxy.
Talking about ISA server (or TMG) the installation is easy (next, next, next, ...) but after that your have to configure the internal networks, the network rules, the traffic rules, the users groups, the URL filters, etc...

I will need to buy a third party utility to do this?
