Timezones and DSt in flash

I'm creating a clock feature in flash for my company's intranet. The feature will have three clocks displaying the times in London, New York and Tokyo.

I have had one attempt at this so far. I use the current date to set the London time then add or subtract the required offset for New York and Tokyo. Roughly:

var date:Date = new Date();
hours = date.hours;
minutes = date.minutes;
seconds = date.seconds;

londonTime.text = hours + ":" + minutes + ":" + seconds;
nyTime.text = (hours - 5) + ":" + minutes + ":" + seconds;
tokyoTime.text = (hours+8) + ":" + minutes + ":" + seconds;

But if someone in the New York office was to look at this they would be presented with incorrect times because action script uses the time from the local machine.

How can I code to account for the various locales?

Many thanks in advance

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

I could write an explanation because I've already cracked this one, but I thought it would be faster to create what you're after and you could learn how it was done by studying the code.

Feel free to ask questions after you've looked it over.

I'm developing in AS 3.0
Sorry, I don't know / use AS3, but hopefully studying the code will help you see the approach ?
Or if you want to get done quickly and don't mind spending $8 this is in AS3
