Restrict access to Windows C$ share

I need to restrict access to the C$ share on a computer.  For some unknown reason all domain users have Read access to the C$ share when only admins should be able to access this share.  How do I restrict this to only domain administrators?

You need to apply correct permissions to the share.  Right-click on C drive, click on Properties. Go to Sharing tab and click on Permissions.  You will get the options to change share access.

GKalosky, you were right that group was added to the local administrator group on the machine. This led me to check other computers and I found this is being applied on a domain level when new computers are configured.  Which means group policy will undo my changes.  Do you know where this setting is in group policy?
