I migrated from Exchange 2003 to Exchange 2010 and now I have problems syncing the Offline Address Book

I migrated from exchange 2003 to exchange 2010.  All my users are moved to exchange 2010 and mail flow is working.  Public Folders have also replicated and are working, but when users click on send/recieve they get a message in their Sync Issues Folder that says:

3:04:02 Synchronizer Version 12.0.6509
13:04:02 Synchronizing Mailbox 'Administrator'
13:04:02 Done
13:04:02 Microsoft Exchange offline address book --- THIS LINE IS IN RED
13:04:02       0X8004010F --- THIS LINE IS IN RED

When I try and download the OAB I get this error:

Task 'user.work.com' reported error(0x8004010F). The operation failed.  An object cannot be found.

Any Ideas on how to fix this?  Thanks.

I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

There are a number of reasons why this might happen.

Dave Goldman has written a weblog here on the most common causes: http://blogs.msdn.com/dgoldman/archive/2008/10/01/understanding-why-error-code-0x8004010f-is-thrown-when-trying-to-download-an-oab.aspx

The most common one is the OAB hasn't been specified in the properties of the mailbox database.

Which version of Outlook?
Simplify Active Directory Administration

Administration of Active Directory does not have to be hard.  Too often what should be a simple task is made more difficult than it needs to be.The solution?  Hyena from SystemTools Software.  With ease-of-use as well as powerful importing and bulk updating capabilities.

If you create a new offline address book and associate this one with the mailbox store does it then work?
denver218Author Commented:
No it still says the same thing.   Not Downloading Offline Address Book FIles. A server URL cannot be located.
Glen KnightCommented:
On the properties of the Offline Address Book how have you got it distributed?
denver218Author Commented:
I have web based distribution enabled

If I go to the system folders on exchange 2010.  I can't update the OFFLINE ADDRESS BOOK folder nor the free/busy folder.  It says "Server 'exch 2010' doesn't contain a replica of \NON\_IPM_SUBSTREE\Offline addres Book.  It won't let me add a replica either.  Same with the free/busy folder Not sure why?

I just let things sit and replicate for a few days and now I can download the OAB.  Thanks.
