SQL Server Watchdog timer and replication (transaction)

I'd like to stop replication from running to any subscriber that is offline. This involves detecting that SQL Server is not running on the remote machine. I'd like the script to run on the distributor.

Is this possible?

How can it run if it is offline? I don't get it.

The publisher tries to replicate to a node that is off-line producing an error which in-turn might hold up replication to other servers.

What exactly triggers the synchronization? Maybe you could catch it from there and just do not start it from the begging if the subscriber is offline.

The synchronization is transaction based. It is generated from the distributor. There is no way of controlling the synchronization. It occurs naturally if data is sent to the distributors.

Anoter option is to set a switch to ignore errors.

At  the very least I'd like to notify users that a connection is down. How can i detect that a connection is down using SQL?
