I am not sure that is such a good idea, but if you insist you can simple add that command to a SQL Server Agent job and schedule it appropriately.

I have a step that runs after backups that checks the fragementation and reindex's when at 70%
I would also recommend updating statistics on tables that grow by 8k or more per day.
I usually configure maintenance plans that are run on a regular schedule.  The two plans I recommend are Optimizations and Integrity checks through the Database Maintenance Plans. Check the box to Reorganize data and index pages.   I usually schedule these to run weekly -  backups should be run first.  SQL Agent needs to be running to allow the jobs to be scheduled.

If you're having performance issues, you might check to see if you have all the appropriate indexes that the queries need.
