What Could Possibly Prevent Icons in Repositioned on the Desktop?

My PC is an HP e9150t quad core machine using an Intel i7 CPU (920@2.67 GHz). I have 8 GB of RAM and am running Windows 7 Home Premium-64-Bit. I have been using a software program called Fences (Stardock Fences version 1.0 0.2787) which is a very effective way of grouping desktop icons.

I began using the software approximately 2 months ago and it has worked flawlessly. I don't know if it is related, but approximately 3 weeks ago I have had some weird behavior with some of my desktop icons. I have two monitors and just lately I find that certain desktop icons cannot be moved. These icons are not in a fence.

Other weird experiences have been that sometimes as I am repositioning windows or cutting and pasting documents, certain icons seem to move back and fourth rapidly within a 1 inch space (no, I have not been drinking or taking recreational drugs).

Do you have any idea what might be causing this weird behavior? Thank you for your help area.

if you uninstall/remove the fence program does it remove your icon problem?
I think you should reformat

lol j/k j/k I don't think you need to go that extreme though, You could try a system restore to the point before the problem. Your documents should be fine.

I've done a 3 month restore before and fixed all sorts of problems but left my documents and favorites all intact.

I have not uninstalled and reinstalled fences because it takes the about 30 minutes to reconfigure everything when I am done. So, I thought I would post a question and see if there was a way to solve the problem without needing to do that.

Also, I prefer not to do a system restore because I need usually make changes most weeks, and I would hate to lose that, unless I would have to. Is there any way to address this without either of those two measures?

after doing a fresh install of Windows 7, I have not yet run into this problem again. Therefore, it probably was there because of a messed up upgrade from Vista to Windows 7. Thanks to everybody for your helpful suggestions.
I'm glad to hear it helped.

I know that just saying "Reinstall will fix it" is a disappointing solution, but sometimes it's better than messing with it for so long you could have just reinstalled and been fine.

It's also good practice to become more prepared if you need to reformat unexpectedly in the future.
