One core on quad core system at 100% utilization

I have a server with two quad core cpu's and one of the cores is at 100% utilization. I have never seen this before on this server. When I check the task manager only one process has about 16% cpu usage. Around 89% is at system idle process.

How can I figure out what is causing this 100% utilization on one of the cores?

For a little more indepth analysis, you can download and use Microsoft's Sysinternals Process Explorer. 
Should help determine which process/processes are pegging out your CPU.
Also, what OS are you running on this server?

dbsrv7.exe -  From what I know that is our Sybase Adaptive Server Anywhere.
I don't know if that is normal, I just never noticed it taking 100% usage of just one core like that before.
