CF Builder will not connect through RDS to Local Coldfusion 9

I have download the trial version of CF Builder and have CF 9  Dev Edition on my XP SP3. I also have Dreamweaver CS4 installed. Dreamweaver can connect to local CF server through RDS however, CF Builder does not. I get a 503 error. It looks like the RDSservlet does not start. however Coldfusion Application service is running.

When I start the CF server through CF Builder, I get the following:

I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Interesting. Is CF Builder using any different JVM arguments?
RayBakkerAuthor Commented:

When I took my laptop home on the weekend and turned of baracuda (website filter), I was able to connect CF Builder to my local CF server.
