Suddenly I'm getting MSExchange SMTP errors

We have an MS Exchange 2003 server that's used by several of our facilities and suddenly people are getting the follow error.
 
 There was a SMTP communication problem with the recipient's email server.  Please contact your system administrator.
            <server1.mydomain.ORG #5.5.0 smtp;550 bosauthsmtp11: Host 63.xxx.xxx.83: No unauthenticated relaying permitted>

Has anyone seen this error?

What is server1.mydomain.org and what is 63.xxx.xxx.83? Are your users using POP?

server1.mydomain.org and is my server and the my domain name.

63.xxx.xxx.83 is our public IP Address.

Our employees are using our internal exchange server and sending to email accounts outside of our domain / network.

Are you sending mail out directly from Exchange or are you using a mail relay?

Supposedly directly out of Exchange. ...I do see a relay...for email that would be sent out 'Certified' using a third party product. But these aren't sent out certified so it should go through the certified mail server, nor has anything been changed

Do you get this eact same message when you try to send to different external recipients?

no, and if you resend the exact same email a 2nd or 3rd time it finally gets sent.

Check you DNS records. Make sure you have a reverse DNS record setup for your mail server.
