Excel 2007 Allowing Users to Edit Ranges working incorrectly

I am working on creating a form for my company and I want to allow users to edit only specific cell content.  I also only want them to be able to select the editable cells.  So, when I go to the Review Tab and I choose to "Allow Users to Edit Ranges", I take the checkmark out of "Allow users to select locked cells", set up my ranges that users can edit, click on "Protect", set my password and save.  After I save, I am not being allowed to select the cells that I specified as editable ranges.  Can someone please help me figure out what is going on with this?  Thank you for your help!

Before you select those cells, You need to change the settings of that cell, To change the settings of the cell that is allowing it to be edit even after protection..select that cell-->ctrl+1 or right click-->format cells-->protection-->Uncheck the option of locked and hit ok.
Then protect your worksheet. Now all those cells which have locked uncheck, They will be still be editable even after worksheet is protected...
