Exchange 2003: Grant full mailbox access including the ability to forward and send

I need to grant full mailbox access to a group through Active Directory so that they can view, forward and send mail from each other's mailboxes. I need to do this through AD rather than by having each user share his/her calendar through Outlook.

In AD, I already went to Exchange Advanced-->Mailbox Rights and added the group to each user's mailbox rights. I checked the Full Mailbox Access box, but the users can only view each other's mailboxes. They can't forward or send new mail.

To send mail as another user, you need to grant Send As access.

In AD Users & Computers, make sure Advanced Features are enabled (click on View, then Advanced Features)
Find the user for the mailbox you want to grant the access to, and bring up their properties.
Go to the Security tab, and Advanced button.  Add or Edit the user who should have Send As access there, and make sure the Send As option is set to Allow.
