Recover overwritten Excel (.xlsx) file

A user has overwritten an Excel (.xlsx) file by deleting over 100 lines of rows, then saving the file and closing it.

There is no backup in place for the folder he has saved it into.

I tried ActiveUndelete and File Scavenger in an attempt to recover it, but it doesn't give you the option of choosing a previous date. Unfortunately, it looks like these two programs will only recover the one that is missing all the data.

Question 1 - Is there anything else I can try for recovery? Are commercial data recovery experts out there able to recover such data?

Question 2 - What kind of software could we use going forward? Not just a backup software, but something that creates shadow copies or something for this Windows XP operating system. We don't have sharepoint to save revisions of files, these files were just saved on the local C-Drive.

I understand System Restore also doesn't backup documents.

Is there a way in Windows XP to include those files in system restore?
no - it is only for OS files...
