i know this sounds rediculous to suggest - but, use a different keyboard...
do the process over from scratch with the new keyboard (of course, connect it when the server is powered off)
I am guessing you have tried different media? Is it a burned disk? Is it a custom ISO?

Encrypted1024 and  bryoni44035v3 I have tried three diffrent media all by microsoft and also new keyboards too. Thanks
have you tried usb keyboards and ps2 keyboards?  how about an hp branded keyboard?
(others have said that worked for them in this specific issue)
Check the RAM and the optical drive.  An easy way to test is get a USB cd ROM, diable the internal one in the BIOS. if the software installs, it's the CD-ROM, if not, replace the RAM.
