Tahoma is one of the better fonts to use for windows applications.

I am pretty sure that when you create a windows form in visual studio, the basic sizes of the title bar, min button, max button etc are set as part of the OS settings. However, you could make a borderless form and then make your own 'fake' title bar tht has a bigger font and title bar.

To do custom title bars in .NET, you are going to have to make calls to the Win API through P\Invoke. It might be easier to use Borben's suggestion  :)
