How do I move the Win 7 Users\Public folders to a different drive

Hello EE,
I need to move the Windows 7 Users\Public folder to a different drive (they have it on a small solid state drive.)  How can I do this so that Windows recognizes it?  I have already tried to use the Folder MIgrating Utility, but that will only let me relocate Users that have been setup, not the public ones.

This will apply to the public user profile even though it talks about the default profile.
