VIC-2FXO NOT BEING SEEN BY CISCO ROUTER

I recently installed a VIC-2FXO VWIC card into a CISCO 3825 router running ADVANCED IP SERVICES   (c3825-advipservicesk9-mz.124-24.T3.bin)

Unfortunately the Router is not seeing/ discovering the FXO card.  

I do not believe there is a problem with the IOS however perhaps I should try using the IP VOICE IOS
( c3825-ipvoicek9-mz.124-24.T3.bin)  

Any direction and/or ideas on how to troubleshoot these type of issue would be appreciated.
