You can accomplish this in 2 ways
1.      From database: it is obvious dynamic just drag and drop from field explorer and resize.
You want to use this as back ground: right click on Image > click on bring to back
2.      Insert from location :
You can display your company logo on a Crystal Report (or indeed any picture file).
Go to Insert Picture from the top-level menu. Then browse for the picture you want to insert. Once it's inserted, you can resize it to fit the report.

If you want to dynamically change this then follow below
insert an image on where you want and then

1. right click > format graphic > click on "picture" tab > click on formula symbol "Graphic Location"
2.  In "Graphic Location"  formula ,you can give your condition for example
 if pagenumber=1 then
"C:\Documents and Settings\All Users\Documents\My Pictures\Sample Pictures\button1b.png"
else
"C:\Documents and Settings\All Users\Documents\My Pictures\Sample Pictures\picture1.png"

3. Apply the above to your client changes .. on group if image is inserted on group header or by report name and so on ...in the above you can give your file path
