Winodws 2008 RODC

I'm studying for exam 70-647...
Can someone please help me understand the following..
If you install a RODC in a remote site and the WAN link if offline, can remote admin at the site still add workstation to the domain???

~I believe the answer is no because the RODC would not be able to proxy the request to a writeable DC... Is this correct?

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

You are correct the answer to your question IS no as you must have access to the DC which has the PDC Emulator FSMO role.

An RODC keeps a Read Only Copy of Active Directory, when you use the NETDOM command to add the computer from your remote site this is proxied the DC with the PDC emulator role and the changes are propogated down to the RODC through replication.

Seeing as you are studying and micosoft may throw a curly one at you. You can join a computer to the Domain through a RODC if it is offline if you use the offline join scenario as pointed out here

Note this is for 2008 R2 and Windows 7 only and is primarilly used in corporate environments where computers are pre staged at head office and sent to remote locations.
