Group Policy conflict

I am trying to push Trusted Sites in the Intranet Zone for my Sharepoint Config.
On my Windows Server 2003 main box - When I have Enhanced Security Configuration enabled - Default Policy does not push out properly. When I disable ESC - Default Policy pushes out but users get the Your Security Settings...... Click here to Fix. What is wrong with how we are applying this.
