how to restore Postgre database?

I have bunch of Postgre backups created with pgAdmin III by right clicking on Postgre SQL and selecting "backup server". That create a dump file "backup.sql" about 600MB in size. How do i restore this file on another machine?

What's the bast way/format to create Postgre backups on daily basis (preferably using a script).
