Prohibit Outlook themes/wallpaper

Can someone tell me how to prohibit themes or stationary backgrounds for users of Outlook?  We have verbally prohibited this, but we always have those users who think if they don't send many emails, its ok to put their hideous "cloud" type backgrounds on all of their emails.  I want to shut this down, and shut it down hard and fast!

Value: leave blank

Then use Group Policy Objects to block these toolbar and menu commands in Outlook and Word. IDs are in ():

Note that this will make some Word features unavailable for normal documents.
I also found reference to Outlook 2007:
HKCU\Software\Policies\Microsoft\Office\12.0\Common\MailSettings - create new string value of NewStationery and leave the data blank
