Creating a DVD from a single VOB file

I have a single VOB file on my flash drive (short 14 minute video) and I'd like to create a DVD.  Is there a cheap, or better yet, FREE software package I can use?

You can do it with (free!) DVDShrink.

since this is just one vob make VCD why waste a 4.7 gig DVD disc, a VCD is a video CD 700 megs
How big is the vob?
So it depends on how big this vob is, (short 14 minute video) should be small,
and does it play ok?
Contain the fulll clip?
Since it's still a vob you must have copied it off a DVD.
You can rename it to something like  name.mpeg
You need an DVD/VCD authoring tool like Nero Vision 2 or Nero Vision 4. Or Roxio etc
