Skype contact can receive only IMS and the call drop. What can we do to set up the video call?

That will happen if you are skyping to a mobile phone, Iphone, or similar mobile device.  It won't happen if the contact has skype normally configured (and you do) both being on PCs or MACs.  Check your settings under Tools options to see that you both have video enabled.  The only limit to video is if the person has dial up or a mobile device that cannot receive or send it.
