Need to give permission to a Help desk user to Remote control Terminal sessions

We have a Help Desk user that needs to Remote Control Terminal Sessions. I "allowed" in Terminal  Services Configuration--Connections--rdp-tcp--Permissions--Advanced--(username) allowed "remote control, but when he logs in Terminal Server then Terminal Services Manager--rightclick on a user session--Remote Control, he gets an error "Session (IDxx) remote control failed" (Error 5 --Access is denied)
Your help would be greatly appriciated.

Try putting them in the appropriate group in active directory that allows for remote access.
Are they in the domain admin group?

The user is not in domain admin group and cannot be given these type of permissions.

Then you need to make the user in question a part of the remote desktop group on the local machine.
