Uninstall/Update Error for Raxco PerfectDisk

We have Raxco PerfectDisk Server v10 installed on a Windows 2003 R2 Enterprise Server.  Recently during routine maintenance we came across an update issue with PerfectDisk.  Every attempt to install the update we received the following error message:

"The installation source for this product is not available. Verify the source exists and that you can access it." OK

After several failed attempts to install the update we attempted to uninstall PerfectDisk in its entirety.  That also failed and we received the same error message and we were unable to uninstall the program.

I did download and installed Windows Installer Cleanup but did not feel comfortable utilizing it till I have verified it is safe.
PerfectDisk is still installed and fully functional as is.  Once I use the Installer Cleanup util, and select "Remove" does that uninstall or merely remove the installation instance from the Add/Remove Program utility?  If it merely removes the instance, then how would you uninstall PerfectDisk thereafter?
Perhaps I don't understand the functionality of the Installer Cleanup Util??

The Windows Installer CleanUp Utility is a software utility for the Microsoft Windows operating system designed to solve uninstallation problems of programs that use the Windows Installer technology. It looks up registry references and files related to Windows Installer that were installed by various programs, and forcibly wipes invalid entries out. It works in all 32-bit and 64-bit versions of Microsoft Windows.
I have used it countless times

The "Your Uninstaller" works great for removing all traces ( files and registry) so that you can reinstall
