Web page template automatically fits images

Hello,
I have very basic HTML knowledge. I'd like to create a page template so that I can easily create very similar pages.  I have attached an image that show a mock-up template.  The images (green) will be hosted on the web (i.e. <img src="http://anexamplewedaddress.com/image.jpg">)

I would like to have a template where the image will be fitted automatically to the size allotted in the template.  Is this possible? How do I do this? The code would be? or  is there a good html editor (drag and drop?) to do this?

If you are interested in scripting this, I would recommend making use of the Python Jinja library.

Python is a very worth while language to invest in and is also a very good first programming language too.
Jinja is an easy to get started yet very powerful textual templating library and will allow you to template your pages *exactly* the way you want them.
Further if you want to extract image dimensions to insert as attributes in your <IMG> tags then the Python Image Library (PIL) is really good. PIL can also be used to resize images, however the output quality is a bit questionable. In this case you may want to consider making use of the PHP GD2 image library for very high quality image manipulation.
