I have two users using the same Windows 7 Ultimate PC and one user is able to open TIF attachments but the other user is not recieving the following error:<br />
<br />
Cannot Create File: filename.tif.<br />
Right-click the folder you want to create the file in and then click properties on the shortcut menu to check your permissions for the folder.<br />

Having done some searching I came accross the following article.<br />
