"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

The Marquee displays links in it. Upon mouse over it stops scrolling & the links can be clicked
<marquee behavior="scroll" align="middle" direction="left" bgcolor="#99FFFF" scrollamount="4" onmouseover="this.stop()" onmouseout="this.start()"><br /><br />    <a href=" http://kranthitips.blogspot.com/2007/12/embed-flashflvswf-files-in-blogger.html ">Flash animations in your blog</a>  <a href=" http://kranthitips.blogspot.com/2007/12/how-to-embed-youtube-videomovie-in-your.html ">Youtube videos</a>  <a href=" http://kranthitips.blogspot.com/2007/12/hexa-decimal-color-chart-for-bloggers.html ">Hexadecimal codes</a><br /><br />  </marquee>

The basic method of pausing a marquee is to add onmouseover="this.stop();" onmouseout="this.start();" into the marquee tag.
I have done this in the code below for you.

<marquee loop="infinite" bgcolor="yellow" width="720" onmouseover="this.stop();" onmouseout="this.start();">
Ticket Ordering is available only at <a href="http://abc.com">abc</a>, or at <a href="http://cde.com">cde</a>
</marquee>
