group policy preferences won't apply

Running RSOP for a domain user in server can see all Policies are applied but no User Preferences listed though printers are added in User | Preferences | Control Panel Settings | Printers in the GPO. Could anyone pls help me get the Preferences worked?

added: Some other settings are also added in Preferences | Control Panel Settings | Start Menu which can't be seen from the RSOP too.

What's the Result of rsop from the clientside? Are there any Entries inside the eventlog from Group Policies?

The GP User Preferences can be applied to XP successfully, such as adding printers and changing of Start Menu, but RSOP in server can't see User Preferences. In XP, there's no GP related entry in eventlog. But in RSOP, there're errors in retrieving some adm files during selecting User's Administrative Templates. RSOP hangs for a short while and display failure of accessing the following files.

RSOP in XP also shows the error in file C:\WINDOWS\INF\AER_1028.ADM at line 189, error 64, can't load the file.
