I had power surge and computer kept restarting even in safe mode. &nbsp;I have xp pro sp3, ie 8, &nbsp;so I did windows repair reinstall. &nbsp;with a sp2 disk. &nbsp;with the obvious results. &nbsp;I then upgraded to sp3, and installed ie8 from download that I had. &nbsp;when this was completed I could not get into windows in either regular or safe mode. &nbsp;I get the above error and a windows background screen and no taskbar and no icons. &nbsp;how do I fix this
