Outlook is unable to Connect to the Proxy Server (error code 8)

I have setup two exchange 2010 Mailbox & CAS servers in a DAG.  My B server works fine if you take the a server offline.  But if I take the B server offline my outlook clients can not connect to the server.

I get:
"there is a problem with the proxy servers security certificate.  The security certificate is not from a trusted certifying authority.

Outlook is unable to connect to the proxy server server.domain.com. (Error code 8)

any help is appreciated.

This is a CA server for about 100 users.  Can I publish this certificate on the exchange server itself or on a CA authority in my network so my users do now all have to do this individually?
Should be able to publish on the Exxchange server itself.
