Outlook Cursor positions to TO rather than Message Body when replying using Custom Form

When using Outlook 2003/2007 (either one) we have created a custom message form.  Basically, when replying, it starts the cursor in the TO field rather than the Message field (meaning by the time you start typing and realise, you have alot of text in the To field).  This only happens when you set under ACTIONS the Reply and Reply to options to use the same custom form.  If the Reply and Reply to are set to use a standard message, the cursor starts in the body as it should.   Any ideas - i've tried all different Tab Orders and nothing helps.  I've sent plenty of posts asking about this question and no fixes.

Who owns the custom form?  Is it something that was developed internally or is it part of an off-the-shelf application of addin?

Its just a basic message form with two new added fields (done internally).  The two fields are just matter name and number, and are on the read and compose pages, in between a shortened subject line and the message body.  It works OK with this form, until you change the Action of reply to be using the form also. Hi again - upon further testing, the following attached error occurs - can you shed some light?  The TO control is _RecipientControl1 and the Message Body is _DocSiteControl1?  So I substituted those two for P.2 and TextBox1?  Thanks
