Current login under which you have logged doesn't have privileges to Start SQL Server services and try using some other Administrative privileged account to apply SP3..

And do copy SP3 installer to the local machine and try applying it.

When I disable VIA, I could start MSSQLSERVER, do I need to reinstall sp3 for SQL server?

Yes, just Reinstall SP3 now..
And make sure that you have Builtin\Administrator account is present while applying SP3.
If that account was disabled for security reasons, then just enable it, apply SP3 and disable that account..
