NDR attack

I help run a network (100-200 clients) Our mail server - through microsoft exchange 2003 - is the target of a reverse NDR attack. Using wireshark I've seen the tell tale pattern. As an administrator what steps should i take to stop this NDR attack? Thanks

Turns out we had already had the recipient filtering on - I think we were under a DHA. But the steps helped clean our the mail queues
