DHCP Client wont AutoStart

When I restart my computer My DHCP CLient Service wont Start, It is set to Auto Start, I have run Malware originally and cleaned out some junk,

Rkill does nothing , Malware come up clean

Yes, I have to manualy resatrt after each reboot

Ok. Save all of the event logs you have right now [Just in case you need them later on otherwise you can just clear your logs] and reboot.
There must be a reason why DHCP is not starting and it will create an event log entry. Let me know what you find there.

Says the service times out , I increased the timeout to 300000 and it still was timing out.

Alright now we have some lead. Kindly check for other unusual entries in the list. Check if IPSec is running properly? DHCP is timed out but are there any other services you see which are failing?
