IISADMPWD doesn't work when local user passwords expire

Hello,
About 3 months ago our users who sign into our server with LOCAL (not DOMAIN) accounts started calling to ask us to reset their passwords when they expired.  Previously, an expired password would direct the user to the IIS Change Password screen.  Now, for some reason, it only tells the user "You are not authorized to view this page".  Why would our IIS Change Password screen stop working?

Windows Server 2003 Standard Edition-SP2, IIS 6.0

When you set the virtual site up as described in KB 555071 above, did you ensure that anonymous access was turned on for it?

All....Here was the solution to this problem.

Once we set up the IISADMPWD as a virtual directory we had to make sure it was using the same IIS AppPool as our main application.  Once we did that, the IIS Change Password screen came up for any local user who's password had expired or was set to "User must change password on next logon."
