S/MIME Outlook issue, problem getting digital ID

Would any one know who to enable the encryption button within outlook 2003.
I went to tools>options>Security tab>
but when i go to get a Digital ID, it takes me to a microsoft's website on where to get an ID ... ( it takes me here http://office.microsoft.com/en-us/providers/digital-id-HA001050484.aspx )
Am I doing something wrong.

You can get an ID with ANY serious CA.

You can get them through https://cacert.org/ if you want those certificates for "free". (You need to visit some people to prove that you are really who you say you are.)

you can only really use the standard "blue encryption icon" if you have your own cert and a recipients

a rough summary to send standard encrypted mail in outlook is as follows:
- you need a digital certificate
- you need the digital certificate of one recipient
- an entry in your Contacts for that recipient
