A web application is designed to run in a sandbox with almost no access to the host operating system.  This is to protect the host server.  If the web application needs to access system resources you have to give the web application higher privileges which lowers security.

The web page when running on the client has even tighter restrictions with absolutely no access to the client computer, once again to protect the client.  The only way to run code on the client is by building a Java or ActiveX control that runs on the client after it's installed.

What you are trying to do is not a good fit for web applications.
